The Board of Investment (BOI) issued Announcement No. 3/2568 on 5 June 2025, which takes effect from 1 July 2025 onwards, amending the renewable energy efficiency improvement measures under Announcement No. 15/2565 (SMART and Sustainable Industry). The amendment refines the scope of investment promotion to better align with current energy policies and technological developments.
Key Highlights
- Termination of Promotion for Solar Power Projects
BOI will no longer grant investment promotion for projects involving the installation of solar power generation systems under the renewable energy efficiency improvement scheme. This excludes standalone solar rooftop or solar farm installations from future promotion benefits. - Revised Conditions for Renewable Energy Use
Projects seeking promotion must invest in machinery modification to utilize renewable energy excluding solar energy systems, in a proportion determined by the BOI relative to total energy consumption. - Cap on Tax Incentives for Energy Storage Systems
For investments in Battery Energy Storage Systems (BESS) and associated inverters, the eligible investment amount for corporate income tax exemption is capped at THB 12 million per 1 MW of electricity capacity. - Transitional Rule
The new conditions apply to promotion applications submitted from 1 July 2025 onwards. Applications for solar-related projects submitted before 30 June 2025 will not be eligible for extension of acceptance deadlines or for submitting documents to obtain a promotion certificate.
Policy Insight
This announcement signals the BOI’s strategic shift away from traditional solar projects toward promoting advanced renewable energy and industrial efficiency technologies. By setting a clear cost ceiling for energy storage incentives and narrowing eligible technologies, the BOI aims to direct investment toward high-impact, sustainable energy innovations that contribute to Thailand’s long-term decarbonization and smart industry goals.
