The Board of Investment of Thailand (“BOI”) is advancing its “FastPass” Project to accelerate investment in Thailand by proactively addressing key concerns of investor; “Electricity”, “Clean Energy”, and “Land Availability.”
Targeting high-growth sectors such as digital infrastructure, electronics, automotive, and renewable energy, the FastPass Project signals a clear policy direction positioning Thailand as a leading regional investment hub.
Electricity and Energy Readiness
To support high-tech industries and data centers, BOI is expediting power infrastructure readiness in coordination with the Energy Regulatory Commission (“ERC”). This includes fast-tracking the implementation of national energy strategies to ensure that electricity allocation aligns with actual demand. Key measures include the development of a “Power Map” to identify optimal investment zones, and a requirement for data center projects to secure confirmation of electricity supply from the ERC prior to submitting BOI applications. This approach is intended to support both immediate operational needs and long-term energy planning.
Securing Land for Investment Projects
To address land constraints, BOI is undertaking a range of measures, including reviewing city planning frameworks to expand industrial zones, issuing guidelines to expedite site preparation, and accelerating procedures for changing the status of public land within industrial estate projects. In parallel, BOI has endorsed a proposal to the Regulatory Reforms Committee to revise and consolidate regulations governing public land conversion within one year. To ensure timely implementation, BOI will also introduce quarterly monitoring of all promoted projects.
Through the FastPass Project, BOI is adopting a coordinated and solution-oriented approach to remove structural bottlenecks in power and land, thereby enhancing investment certainty and facilitating the timely realization of projects in Thailand.
