The Eastern Economic Corridor (“EEC”) issued the Notification of the Office of the Eastern Economic Corridor Policy Committee on the Criteria for Licensing Business Operators in Special Economic Promotion Zones B.E. 2568 (“Notification”) on 18 April 2025.
This Notification aims to ensure that the process for granting licenses to business operators within the special economic promotion zones is aligned with the policy objectives of promoting and supporting targeted special industries and related businesses in the ECC.
An applicant may be either a natural person or a juristic person, and must meet at least one of the following qualifications:
- be a developer of a Special Economic Promotion Zone or a person applying for the establishment of a Special Economic Promotion Zone; or
- be an owner, lessee, or sub-lessee of land located within a Special Economic Promotion Zone.
The applicant shall submit an application along with the required supporting documents and evidence through the EEC OSS electronic licensing system. The supporting documents and evidence shall include the following:
- A business plan or project related to targeted special industries, related businesses, or activities that support or benefit the development and promotion of such industries that the applicant intends to operate.
- The specific special economic promotion zone in which the applicant intends to operate the business.
- Information demonstrating the applicant’s financial status or the ability to secure sufficient investment capital in accordance with the proposed plan or project.
- Experience in operations or relevant expertise related to the targeted special industries, or businesses that are associated with or beneficial to the development and promotion of such industries in which the applicant intends to engage.
