As the climate crisis intensifies, its impacts on the economy, society, and environment are becoming increasingly severe. In response, Thailand has introduced the Climate Change Bill to reduce greenhouse gas emissions and build resilience to climate change. The Bill focuses on guiding Thailand’s transition to a low-carbon society and economy, grounded in the principle of climate justice, which ensures environmental protection alongside social equity, inclusive development, and the right of citizens to live in a balanced climate.
A key component of the Bill is the creation of the Climate Fund, which will be financed through mechanisms such as the Emissions Trading System (ETS) and the Carbon Border Adjustment Mechanism (CBAM). This fund will support projects that reduce emissions and enhance resilience. The Bill also introduces a comprehensive carbon pricing system, combining carbon taxes and the ETS, ensuring that polluters pay for the full cost of their emissions, in line with the “polluter pays principle”. This system provides economic incentives for emission reduction, while maintaining Thailand’s global competitiveness.
The Climate Change Bill sets out three key objectives:
- Transition to Net-Zero Emissions – Implementing a mix of economic measures across all major sectors to effectively reduce emissions and promote sustainable, low-carbon development.
- Strengthen Climate Resilience – Developing national climate data systems, risk assessment tools, and adaptation plans at both local and national levels to protect communities and ecosystems from climate-related risks.
- Create an Enabling Environment – Enhancing access to financial and technical support, building public and private awareness, and fostering cooperation across all sectors to support effective climate action.
Aligned with Thailand’s international commitments, the Climate Change Bill marks a crucial step in safeguarding the nation’s natural resources, public well-being, and long-term sustainability. It provides a strategic and inclusive legal framework to address the global climate challenge, aiming to build a just, resilient, and future-ready society.
