The Department of Primary Industries and Mines (“DPIM”) is currently holding a public hearing on the Draft of the Notification regarding the rules, procedures, and conditions for metallurgy operations reporting (“Draft”).
The Draft aims to modernize the existing rules, procedures, and conditions for metallurgy operations reporting, which were originally established under the DPIM Notification B.E. 2562 (2019).
Currently, metallurgy licensees are required to submit hard-copy monthly reports (Form Por Ror. 601) by the 10th of the following month, and annual reports (Form Por Ror. 602) by April of the following year. To align with the Ministry of Industry’s digital transformation and ease the burden on operators, the DPIM proposes shifting entirely to an online reporting framework.
The Draft introduces three major regulatory changes designed to streamline compliance:
- Extension of the Monthly Reporting Deadline: The Draft provides businesses with more time to compile their operational data by extending the deadline for monthly reports from the 10th to the 15th of the following month.
- Mandatory Electronic Reporting: The traditional paper-based reporting method will be completely phased out. Under the Draft, all metallurgy operations reporting must be conducted electronically via the Ministry of Industry’s central data reporting system as the single designated channel.
- Exemption to Eliminate Redundant Reporting: In a significant move to reduce administrative duplication, any metallurgy facility that also holds a factory operation license under the Factory Act will be exempted from reporting under this Draft, provided they have already submitted their monthly or annual factory operation reports through the Ministry of Industry’s central reporting system.
The DPIM is open to receiving feedback from stakeholders, business operators, and the general public. The public hearing period is scheduled from 20 April 2026 to 19 May 2026.
