Public hearing on Reporting Standards for Suspicious Financial Transactions

The Bank of Thailand (“BOT”) is currently holding a public hearing on the Draft Notification regarding the submission of reports on suspicious transactions or behaviors by financial institutions to the Bank of Thailand (“Draft”). The public hearing period is open from 5th May 2026 to 5th June 2026.

The Draft aims to establish strict risk management guidelines concerning financial services, cash transactions, and electronic payment services. The primary objective is to prevent financial institutions and payment providers from being used as channels for financial crimes, thereby protecting consumers, boosting public confidence, and maintaining the overall stability of the economic and financial system. Additionally, it seeks to elevate and standardize the data infrastructure and management across the industry.

Under the proposed rules, applicable entities—which include commercial banks, specialized financial institutions (SFIs), and non-bank electronic payment service providers—will be required to submit monthly reports detailing suspicious behaviors and transactions, as well as the results of Enhanced Due Diligence (EDD). To align with digital transformation and streamline the process, the BOT requires these reports to be submitted electronically as CSV files through the Data Acquisition and Publication (DAP) system or via an Application Programming Interface (API). These reports must be submitted by the 15th of the following month, with the first reporting cycle expected to commence with June 2026 data (or September 2026 for foreign bank branches and subsidiaries).
