The Department of Land Transport (“DLT”) is currently holding a public hearing on the Draft Ministerial Regulation on Transportation Safety (“Draft”). The update is driven by the critical need to enhance safety in public passenger transport. By ensuring that passengers are well-informed about the location and operation of emergency equipment, the regulation aims to increase survival chances and minimize losses to life, body, and property in the event of an accident or emergency.
To resolve these safety concerns, the Draft proposes key principles and mechanisms for transport operators and their staff as follows:
Operator Supervision on Safety Instructions: The Draft mandates that licensed transport operators shall control and supervise their vehicle staff. Operators are strictly required to ensure that the vehicle staff instructs passengers on the installation locations and proper usage of vehicle components, tools, and emergency equipment needed for assistance or incident resolution during accidents or emergencies.
Mandatory Training Requirements: The Draft stipulates that licensed transport operators shall send their vehicle staff to undergo specialized training. This training must be conducted with the DLT or an assigned agency. Alternatively, operators may organize the training for their vehicle staff themselves, provided that the curriculum, duration, and standards adhere to those officially announced.
Responsibilities of Licensed Vehicle Staff: The regulation places a direct duty on the vehicle staff to proactively provide instructions to passengers, ensuring they know exactly where emergency tools and vehicle parts are located and how to operate them safely to mitigate harm during an unexpected accident or emergency
The public hearing period is scheduled from 23 June 2026 to 22 July 2026.
