Thailand is set to strengthen its strategic trade control framework through the implementation of a licensing requirements for the export and re-export of Dual-Use Items (DUIs), with enforcement on 30 July 2026.
This legal framework will focus on nuclear-related goods, materials, machinery, and technical equipment that could potentially be used in the development of weapons of mass destruction. Exporters of controlled goods will be required to obtain prior license before shipment. While, the Ministry of Commerce has also introduced an exemption mechanism, allowing goods that fall within relevant customs classifications but do not meet the technical specifications of controlled goods to pass through customs more efficiently.
In this relation, any business operating in high-technology, engineering, aerospace, marine, electronics, and advanced manufacturing sectors, in particular, may be affected by the new framework and subject to licensing requirements. Thus, such businesses engaged in manufacturing, exporting, or trading potentially controlled goods should begin reviewing product customs classifications, end-use and end-user screening procedures, and internal compliance programs.
